He is currently on a management and operations detail with the Joint Office of Energy & Transportation, serving as the acting program manager for guidance, standards, and requirements. During his 15-year tenure at INL, he has formed and led cross-functional teams of experts in transportation, energy storage, power systems, cybersecurity, data science, and machine learning. As a business development leader, he led teams to foster successful partnerships with over 50 companies, ensuring that INL research benefits industry, the government, and the nation. Before joining INL, he spent six years at Ford Motor Company, leading powertrain product development and manufacturing teams from multiple automakers and suppliers. Smart is an accomplished technical leader and speaker, having authored or co-authored more than 50 peer-reviewed publications and technical reports. He has given over 20 invited presentations at conferences and workshops and served as a technical adviser to the White House, U.S. Department of Energy, U.S. Department of Transportation, and several private companies. He has extensive experience working in industry with software and process automation in the United States and Scandinavia. He holds a master’s degree in computer science from National Technology University. He has worked on intelligent automation of mobile and adaptive robotic systems and continues to pursue research in resilient control system design and interaction methodologies. As principal investigator for the Idaho National Laboratory’s Bioenergy Feedstock Library, he has led efforts to create a web-based application for collecting, tracking, and analyzing biomass feedstocks for energy use. In robotics research and development, he helped develop technology after the nuclear accident in Fukushima and traveled to Japan to train response teams on the robotic system from the Department of Energy. Scoffield is a vehicle systems engineer at Idaho National Laboratory who collects and analyzes data from plug-in electric vehicles (PEVs), hybrid electric vehicles, and electric vehicle supply equipment (EVSE).  Don is a power system engineer who is currently carrying out the power quality testing of production PEVs and EVSEs at the INL.  Don has over 10 years of experience in software development and data analysis.  He has been the primary developer of several large software development projects.  He wrote the software for an EVSE that automates the characterization of PEV charging across any number of distinct charge rates.  He has developed software that uses triangulation to determine the most likely locations where PEVs park.  Don has also developed several tools used to post process data from PEV data loggers as well as data from simulation tools.  Prior to working at the INL Don worked at the Western Electricity Coordinating Council where he ran production cost simulations on the western interconnection.  He holds a bachelor’s in electrical engineering and is pursuing his master’s degree through the University of Idaho.<div class="ExternalClassAC2532994BDC4A7CB1222E9D818660C0"><p>​B.S., Electrical Engineering - Brigham Young University</p></div><div class="ExternalClass72011D07F32845D98672EE58EECF3142"><p>Markel et al. Before joining INL, Manoj did an internship with the BioHPC group at UT Southwestern Medical Center, Dallas.
